Remote File Error only on foreign character file names

Description

I successfully downloaded every file in a user's folder except for the ones with foreign characters in their names, specifically ß and ö. These 3/17 files repeatedly fail (as in, whenever I re-try the downloads) with "Remote File Error". I am using SVN revision 1459 on Arch Linux x86_64, and my client sees these characters as question marks.

The onscreen log shows:

The user was nice enough to post a screenshot of the directory so I could see what the special characters in the filenames were, which I have attached.

A "remote file error" means the other party cannot send you the file, because he/she has a problem finding it/opening it. With most users I'm able to download files with "funny" characters in them just fine, so I suspect it's a problem on the other side, not yours
