problem with files with non-ascii names (win32)

Description

All files are indexed and showed in share properly, but remote client get "File not shared" if trying to download it, and if I locally trying to upload file I get status for file "Local file error" and message in log like this:

11:40:18 I/O error: [Errno 2] No such file or directory: 'J:\\1 04 MRI\xc2\xb3 - Painkiller.mp3'

I also confirm this error occurs. I use N+ v1.2.8 @ Windows XP (Polish). For me and other thousand non-english peoples this is really major bug, is anybody working on that ?
